You can obtain it by purchasing the Paradise Egg from the Pet Eggs Shop for 50,000,000 Sheckles.

The Paradise Egg takes 6 hours and 40 minutes to hatch and has a 30% chance of hatching the Peacock.

It has a passive that advances the ability cooldowns of all nearby pets by ~60 seconds every ~10 minutes.
