Find the Pay-To-Look viewer at the top of the southeastern building in Newtown.
Talk to Payton Wall and pay 2,000 scraps to use it.
Look through the viewer and it will show an arrow pointing towards a tree.
Head to that tree (northeast of Newtown) and look for a dirt mound on the ground nearby.
Headbutt / dig the mound repeatedly until the hidden loot chest pops out.
